Gujarat Garment Policy
Incentives and subsidies for garment and apparel manufacturers under Gujarat's dedicated garment policy framework — capital subsidy, employment benefits, and technology support.
Garment & Apparel Policy — Key Highlights
Gujarat's dedicated garment policy focuses on making the state a preferred destination for apparel manufacturing — with emphasis on employment generation, technology adoption, and export growth. The policy covers ready-made garments, fashion apparel, technical apparel, and workwear segments.
With Surat being Asia's largest synthetic textile hub, the policy provides a strong ecosystem for garment manufacturers to integrate backward (fabric) and forward (retail/export) linkages. JSV Consultancy has assisted multiple garment units in Surat and Ahmedabad in claiming these benefits.
Eligibility Criteria
Employment Generation Benefit
One of the most significant garment policy benefits — directly linked to the number of workers you employ:
| Employment Level | Monthly Benefit | Benefit Duration |
|---|---|---|
| 50–100 workers | ₹2,000 per new worker per month | 3 years |
| 101–500 workers | ₹2,500 per new worker per month | 4 years |
| 500+ workers | ₹3,000 per new worker per month | 5 years |
ℹ️ Women workers must constitute at least 70% of total workforce to claim the enhanced women employment benefit variant.
Benefits Under Garment Policy
Multiple incentives designed to support garment manufacturers at every stage of growth.
Capital Investment Subsidy
Upfront capital subsidy on investment in modern garment manufacturing equipment — automated cutting, stitching, finishing, and embroidery machinery.
Employment Generation Benefit
PF reimbursement and per-head employment subsidy for creating direct jobs — especially for women workers. More jobs = higher incentive quantum.
Skill Development Support
Assistance for setting up in-house training facilities and support for sending workers to approved skill development centers for sewing, finishing, and quality control.
Infrastructure Assistance
Grants for setting up dedicated garment parks, flatted factory complexes, and common facility centers for small garment units — reducing per-unit setup costs.
Export Promotion
Assistance for participation in international fashion trade fairs (MAGIC Las Vegas, Mumbai Fashion Week), buyer-seller meets, and export promotion activities.
Technology Upgradation
Subsidy for adoption of CAD/CAM, automated cutting machines, ERP systems, and digital embroidery to enhance productivity and product quality.
